San Antonio, TX (Dec. 19, 2013) – December marks the 29 year anniversary of the Project Management and Commissioning firm, Jasmine Engineering, Inc. The San Antonio-based firm was originally founded by Jasmine Azima as a Mechanical, Electrical and Plumbing (MEP) design firm. As the firm adapted to find its niche, Jasmine Engineering changed its business direction to focus solely on Owner’s Representative services including Project Management and Commissioning.
Company History
Founder and Principal-in-Charge, Azima, came to the United States, worked her way through college and earned a degree in mechanical engineering from the University of Texas at Austin. Azima, a licensed engineer and Commissioning Agent, opened the doors of her firm at the age of 26. Jasmine Engineering became one of the first firms in the State of Texas owned and operated by a female registered engineer. Project History
Jasmine Engineering has worked on almost every major project for the City of San Antonio and Bexar County, in addition to work in the City of Austin, since the late 80’s. The firm has worked on projects including the Alamodome, Wolff Municipal Baseball Stadium, Henry B. Gonzales Convention Center, International Center, Paul Elizondo Tower at the Bexar County Justice Center expansion, San Antonio International Airport, San Antonio Police Academy, Austin-Bergstrom Airport, Austin Convention Center and Austin Independent School District.
Most recently, the firm has completed the City of San Antonio’s Public Safety Headquarters, a $50.5 million, 243,000 gross square foot (GSF) facility and 200,000 GSF parking garage. The facility is currently pursuing LEED (Leadership in Energy & Environmental Design) certification.

Jasmine Engineering has created this tailored service called Total Building Commissioning Authority, which combines the best elements of Facilities Assessment, Programming, Program Management, Project Management, Construction Management and Commissioning under one roof. Before a project gets to construction Jasmine Engineering performs design reviews and constructability reviews. The purpose of this step is to catch potential issues before construction begins, therefore reducing/eliminating change orders and saving the Owner money and time during the construction phase.
The firm has a tradition of saving clients money through its services including design reviews and constructability reviews. An example of this includes Harlandale ISD where Jasmine Engineering had created $8.78 million in savings and added value features for Bond 2006 & Bond 2009 projects. A portion of the savings was used to fund additional projects the District required, effectively stretching the client’s budget.
Furthermore, traditional Commissioning includes witnessing and logging of a building’s mechanical, electrical, plumbing, fire sprinklers and security systems and reporting issues. Jasmine Engineering’s unique approach includes not only locating potential and current problems but to provide suggestions on how to correct the problems.
Looking Ahead
With the firm looking toward the future it continues to see its business growing as the market, especially for Commissioning rises. A 2012 research survey indicated that globally, Building Commissioning Services are set to double by the year 2020.
